Applications are invited from suitably qualified Ugandans to fill the following vacant posts in Uganda National Teachers’, union (UNATU).

 Application Procedure:

Applications should be submitted in triplicate, to the office of the General Secretary, UNATU, at the Teacher’s House on Plot 28-30, Bombo Road, Kampala, to be received not later than 5:00 pm, 5th February 2018.

Applications should bear the title and reference number of the post being applied for.

Applicants should attach certified photocopies of their academic transcripts and certificates, National ID, documentary evidence of all experience claimed, plus recent passport photograph on each application form. Applicants must also provide Reference Letters from three different referees, one being a current or most recent supervisor who should be advised of the closing date to avoid delays. Qualifications from only recognized institutions will be considered.

Applicants should not be more than 50 years of age. Active Members of UNATU who meet the under listed minimum qualifications and experience are encouraged to apply.

JOB DESCRIPTION AND PURPOSE

The job of a General Secretary   is a   contractual job for 5 years renewable on satisfactory performance. The General Secretary will be responsible to the National Executive Council and reporting directly to the National Chairperson of UNATU.

The role of the General Secretary is to ensure that the common interests of the Union’s members are effectively represented within the different Education circles both within and outside Uganda. The General Secretary is tasked with proposing initiatives and implementing the decisions taken by the National Executive Council and the Delegates conferences. The General Secretary is the Chief Executive and Accounting Officer of the union.

 

 MINIMUM QUALIFICATIONS, SKILLS AND EXPERIENCE:

  • The applicant must hold : A Masters degree in Education Management from a recognized institution
  • A minimum of 10 years’ working experience in the Education Sector, 5 of which should have been served at the level of Head of a primary or post primary education institution.
  • Must have been registered as a teacher, appointed and confirmed in the teaching service of the republic of Uganda, and should have taught for at least 10 consecutive years.
  • Must have proof of UNATU membership for at least 5 years.
  • Must have served in UNATU leadership structure and should have demonstrated high level of honesty and trust worthiness during his/her term of office.
  • Must demonstrate ability to work with multi-stakeholder partners
  • Must demonstrate possession of the labour related knowledge, skills and administration skills.
  • Must demonstrate his/her understanding of both National and International Educational Development issues.
  • Must have the readiness to work zealously with minimum supervision, as well as decision making skills and abilities.
  • Must be computer literate.
  • A course in Administrative Law from a recognized Institution is an added advantage.
  • Proven experience in working with issues of Advocacy, Gender and Human Rights

 

MAIN DUTIES/RESPONSBILITIES

  • Act as the Chief spokesperson of the union, providing relevant information to individuals and groups as appropriate, ensuring that good standards are maintained in all communication with the public and Union members and other stakeholders;
  • Ensure that Union members and stakeholders are kept informed of the Union’s activities and all current affairs likely to concern them;
  • Supervise the Secretariat staff and ensure that best practice in human resource management is implemented particularly in relation to policies and procedures;
  • Oversee the operation of membership services and when specified and approved by the National Executive Council;
  • Develop and implement effective systems of administration, financé and information record keeping;
  • Ensure that the Union’s accounts are correctly managed as guided by the Union’s constitution and existing financial policies and regulations;
  • Ensure a smooth link and coordination between the UNATU National structure and its Regional and Branch Structures;
  • Work closely with other sister unions and ensure close collaboration with the Union’s multi stakeholder partnerships;
  • Propose new policy directions designed to allow UNATU defend the common interests of her members and maximize opportunities with regards to the Union’s mandate;
  • Organize the meetings of the National Executive Council and Delegates’ Conference;
  • Carry out any other duties that may be assigned to him/her by NEC from time to time.

JOB DESCRIPTION AND PURPOSE

The job of the Internal Auditor is a contractual job for 4 years renewable on satisfactory performance. The Internal Auditor will be responsible to the Audit Committee and reporting directly / or regularly to the General Secretary.

Overall purpose of the role is to provide the National Executive Council and Management with independent and objective appraisals and audit information on financial, operational, administrative and technical activities of the Union.

MAIN DUTIES/RESPONSBILITIES

  1. The Internal Auditor will be responsible for ensuring that the systems of the internal controls maintained by the Union are adequate and effective to safeguard its assets, the reliability, accuracy and integrity of management information systems and related policies, plans, procedures and records and their adequacy to effectively accomplish intended objectives;
  2. The internal Auditor shall appraise the economy and efficiency with which resources are employed to meet objectives and recommend improvements as required for achievement of such objectives; ensure compliance with Union Constitution , rules, regulations, policies and procedures in order to ascertain that the objectives of the Union are accomplished;
  3. Detect and prevent irregularities and abuses by conducting investigations;
  4. Ensure the implementation of audit recommendations to correct reported internal control weaknesses and/or deficient conditions and advise management and NEC of the risks (s) assumed of not taking corrective action on reported findings and recommendations;

MINIMUM QUALIFICATIONS, SKILLS AND EXPERIENCE:

  • Bachelor of Commerce or Bachelor of Accounting and Finance (Accounting Option) from a recognized institution;
  • Member of the Institute of Certified Public Accountants of Uganda.
  • A Master’s Degree in any relevant field will be an added advantage
  • Good interpersonal, supervisory, communication and analytical skills. Demonstrated writing skills and attention to detail. – Ability to communicate effectively in English. – Proficient in use of the Accounting software
  • Minimum working experience of 7 years as Internal Auditor in a reputable organisation;
  • Familiar with laws, risks, regulations and Acts pertaining procurement, assets management and disposal, budgeting and expenditure control and investigation skills

JOB DESCRIPTION AND PURPOSE

The job of the Accountant is a contractual job for 4 years renewable on satisfactory performance. The Accountant will be responsible and / or directly report to the General Secretary.

The Overall purpose of the position is to lead the department and ensure that the Union’s financial management, accounting processes and Internal Controls; are in line with the Union’s goals. The roles will be performed in line with the established Financial Policies and Procedures as approved by the UNATU National Executive council.

 

MINIMUM QUALIFICATIONS & WORK EXPERIENCE

  • Bachelor of Commerce or Bachelor of Accounting and Finance (Accounting Option) from a recognized institution;
  • Member of the Institute of Certified Public Accountants of Uganda.
  • A Master’s Degree in any relevant field will be an added advantage
  • Good interpersonal, supervisory, communication and analytical skills. Demonstrated writing skills and attention to detail. – Ability to communicate effectively in English. – Proficient in use of the Accounting software
  • Minimum working experience of 7 years as an Accountant in a reputable organization.

 

MAIN DUTIES/RESPONSBILITIES

  • In liaison with the General Secretary, manage Union budget according to agreed policies and procedures;
  • Prepare, examine and analyse accounting records, financial statements and other reports to assess accuracy, completeness and conformance to reporting and procedural standards;
  • Review taxes owed and prepare tax returns, ensuring compliance with payment, reporting and other tax requirements;
  • Analyse business operations, trends, costs, revenues, financial commitments and obligations to project future revenues and expenses and provide advice;
  • Review bank reconciliations and bank records management through quick books accounting software;
  • Manage online banking in line with the financial procedural manual and management requirements;
  • Establish charts of accounts, and assign entries to proper accounts;
  • Appraise, evaluate and prepare record of inventory real property and equipment, to ascertain value;
  • Monitor expenditure to ensure that Union programme activities do not over spend and support staff to control expenditure effectively;
  • Ensure that accounts are approved and submitted to the National Executive Council in time and according to Union’s minimum standards;
  • To manage, support, coordinate and appraise departmental staff under line management in a timely, objective and constructive manner in accordance with UNATU’s HR policies and procedures.

JOB DESCRIPTION AND PURPOSE

The job of the Personal Secretary is an open ended contractual job. The personal secretary directly report to the General Secretary.

The Overall purpose of the Personal Secretary role is to Manage and execute Administrative and executive support activities associated with the office of the General Secretary. The Personal Secretary will serve as principle point of administrative contact and liaison with internal and external clients. The incumbent will provide specialist administrative services as appropriate in such areas as fiscal management; public relations and affairs; general business administration; and/or development and relations, in the General Secretary’s Office.

MINIMUM QUALIFICATIONS AND EXPERIENCE

  • Bachelor Degree in Secretarial Studies, Public Administration or Human Resource Management
  • Post graduate qualifications in any of the above will be an added advantage
  • At least 3 years of practical and progressive experience in similar role in a reputable and busy organisation
  • Well developed interpersonal and team skills and proven ability to be flexible in demanding situations.
  • Pleasant and courteous personality
  • Proven knowledge of management of communication systems, office management, and filling and computer knowledge is a must.

 

MAIN DUTIES/RESPONSBILITIES

  • Serves as the primary point of administrative contact and liaison with other offices, individuals, and institutions on operational and programmatic matters concerning the General Secretary’s Office;
  • Provides and/or oversees provision of staff support to the office, to include handling walk-up and phone interactions, maintaining calendars and travel arrangements, screening, analyzing, and responding to all official incoming and outgoing correspondences;
  • Oversees and administers the day-to-day activities of the General Secretary’s office; develops procedures, and systems which ensure productive and efficient office operation.
  • Collects and analyses information on specific issues, as required, and independently prepares non-routine letters and/or reports, which may be highly sensitive and confidential in nature;
  • Assists the General Secretary in communications with the, National Executive Committee members, other dignitaries and prospective members;
  • Oversees the operation of office welfare, plans and monitors expenditures as appropriate;
  • Booking and arranging international travel and accommodation for visiting stakeholders and staff after confirmation from relevant authority;
  • Undertake any other related duties as may be assigned ;
